EU to relax CAP “greening” practices

Measures to simplify the controversial “greening” component of the EU Common Agricultural Policy (CAP) are to be introduced this year, in advance of the promised review of the rules, says EU Agriculture Commissioner Phil Hogan. Greening links farm subsidy payments to environmental practices and includes a requirement for farmers to change 5% of agricultural land into “ecologically focused areas” (EFAs). In response to widespread criticism of the system, the new measures will provide more flexibility in identifying features that can count towards an EFA area, such as hedges and wooded strips.
