FSIS will provide guidance for training in HIMP plants

When the final rule expanding HACCP-based Inspection Models Project (HIMP) to any poultry facility that wants to use it is published, it will be up to those plants to develop and implement training for the employees who will be inspecting poultry carcasses. USDA's Food Safety and Inspection Service will provide guidance, based largely on the training provided to its own inspection staff, but the agency will not mandate any specific curriculum.
