WTO Ruling on US COOL Rule Now Expected in Late October

Costs of segregation likely key topic ahead. Whatever WTO announces in late October, sources say the key issue that will have to be dealt with is the costs associated with segregating animals relative to the USDA final rule. Officials from Canada and Mexico, sources inform, will likely insist on a US legislative solution to the WTO ruling, should it come out as contacts now expect in that the US rule would largely be repudiated. The process for any US legislative change could come during the lame-duck session of Congress, and could be part of any omnibus spending agreement. Should the Senate flip to Republican control, the lame-duck session could be short, with many issues deferred into 2015. This could include dealing with the coming WTO ruling.
