Farm Bill Savings Eyed to Finance Payments to Western States

Western lawmakers want to tap the farm bill as a source of money to fund the Payments in Lieu of Taxes (PILT) program left out of the massive omnibus spending bill released Monday. The move could also be helpful in generating support for the farm bill, which is bogged down in disputes over dairy policy and crop subsidy rules (pay caps, actively engaged definition). About $450 million is needed to make PILT payments to local areas that cannot collect property taxes from land owned by the federal government.
