If WTO Again Decides Against USDA COOL Rule, Votes Are in House for Repeal of Rule, But Maybe Not in Senate

The World Trade Organization (WTO) is expected to issue its decision by May 18 on appeals by the US, Canada and Mexico to previous announcements on the USDA final rule for country of origin labeling (COOL). Should the majority of the coming decisions go against the US, congressional sources said the votes are in the House to clear a repeal of the rule, and leaving the program voluntary. But congressional contacts are unsure whether or not enough votes can be found in the Senate for outright repeal.
