Voluntary Coupled Aid (VCA) Scheme

So-called ‘coupled’ direct aid payments have been a feature of the CAP since 1993, with payment tied to production levels, whether arable output or livestock numbers. The rationale is to incentivise farming in marginal or vulnerable areas where there is a risk of it disappearing – i.e. that there would otherwise be no incentive to cultivate a particular crop or maintain a particular type of livestock.
