Long-term observers of European agricultural policy have become used to a pattern of regular reforms, changes and adjustments as markets and economic conditions evolve over time. A series of reform initiatives since 1992, coming roughly every 5-7 years on average, have transformed the original high-price, production-driven, internationally protectionist CAP into one which is now much more market- and environmentally-focused.
