Redistributive CAP measure for income support is 'ineffective'

A financial mechanism of the CAP aimed at reducing inequalities in income support received by farmers has been largely ineffective, with figures published by the European Commission showing that degressivity and capping have only mobilised 0.25% of total funding for direct payments.
