China continues to deploy policies that essentially have stalled the process of making reforms to shift to a more market-based economy that it pledged to do when it joined the World Trade Organization (WTO), while Russia's actions to adjust its policies have still been tempered by protectionist actions, according to a pair of reports by the Office of the US Trade Representative (USTR).
