USDA proposals to move the Economic Research Service (ERS) and National Institute for Food and Agriculture (NIFA) outside the National Capital region would be put on hold and there would be more funding for several department agencies via the spending plan to keep the government operating for the rest of Fiscal Year (FY) 2019.
