The US District Court for the Southern District of Georgia was harshly critical of the Obama administration's 2015 Waters of the US (WOTUS) rule, and denied a request to lift an injunction preventing the regulation from taking effect in 10 states while the Environmental Protection Agency (EPA) and the US Army Corps of Engineers finalize a replacement.
