Why USTR Lighthizer believes China will meet terms of Phase One agreement

Many have expressed skepticism or outright dismissed the Phase One agreement between the US and China, particularly the agricultural purchase commitments contained in the pact. They simply believe that, like agreements in the past that China has not lived up to, they will do so again. However, US Trade Representative Robert Lighthizer does not share that view and in a recent Sonny Side of the Farm podcast with USDA Secretary Sonny Perdue, Lighthizer laid out some key factors as to why he believes, this time, things are different.
